Summary
The Defense Security Cooperation Agency (DSCA) within the Defense Security Cooperation University located in Arlington, Virginia, is hiring for multiple positions. DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation (SC) enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers SC programs that support U.S. policy interests and objectives identified by the White House, Department of Defense (DoD), and Department of State (DoS). These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access.

Responsibilities
The Defense Security Cooperation University (DSCU) is looking to fill a GS 9-11-12-13 position in the International Military Training and Education (IMTE) Division . The incumbent will serve as a Regional Center Program Analyst in support of DSCA’s role as Executive Agent of the Regional Center (RC) program and assists DSCA efforts to coordinate and synergize RC activities.

With executive-level education, research, and advising activities, DoD’s six Regional Centers for Security Studies engage international partners to develop coordinated, integrated responses to shared security challenges. Help to manage DSCA’s role while you develop the program and financial management skills to implement and oversee security cooperation activities. As part of the IMTE Division, you will work with senior U.S. and international officials to advance collective security through bilateral, multilateral, and regional forums. Specific responsibilities include :

• Resolve a wide range of administrative and programming issues specific to the management of the Regional Centers, to include human resources; budget management and execution, legal, program planning; and mandatory reporting requirements, in support of both Title 10 and Title 22 Security Cooperation and Security Assistance programs, and in accordance with the requirements contained in the Security Assistance Management Manual (SAMM) and Joint Security Cooperation Education and Training (JSCET) regulation.

• Liaise with various senior government officials across the interagency, as well as foreign partners, to ensure that Regional Center activities are properly coordinated with Office of the Secretary of Defense, Department of State, Military Departments, Implementing Agencies, combatant commands, and other stakeholders.

• Support the Office of the Under Secretary of Defense for Policy (OUSD(P)) in its management and oversight of the Regional Centers, including the issuance of annual program plan guidance that supports the National Defense Strategy, Regional Center policy priorities issued by the OUSD(P), geographic combatant command theater campaign plans, and other guidance documents, as appropriate.

• Manage use of Title 10 U.S. Code § 312 authorities to provide payment of personnel expenses necessary for theater security cooperation, which may include the payment of travel, subsistence, and similar personnel expenses of, and special compensation for Defense personnel of friendly foreign governments and with the concurrence of the Secretary of State, other personnel of friendly foreign governments and non-governmental personnel.

SF-50 and DD-214

HIRING AUTHORITY

The Department of Defense will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
