Summary
This position is located in the Office of Field Policy and Management (FPM). FPM supports 65 Field and Regional Offices and provides organizational leadership to Regional and Field Office Directors. The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making.
Responsibilities
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.



As a Program Analyst, you will:



-Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. The work consists of diverse projects on housing and community development, resources, and issues that require in-depth analysis of interrelated issues regarding the effectiveness, efficiency, productivity of substantive management, housing, community development functions, and economic development programs; both within HUD and across Agencies.



-Develop and maintain constructive relations with local congressional offices and local elected officials; coordinate and arrange, as directed by the Director, briefings for these officials on HUD programs and activities.



-Proactively maintain liaison with appropriate regional or headquarters officials to identify emerging issues and provide verbal and written responses to congressional inquiries. Provide professional customer service to HUD customers.



-Analyze, track, and recommend solutions to customer service complaints. Identify patterns in customer complaints to spot emerging issues. Develop and coordinates customer service oriented informational activities

Requirements
Experience living and working in the communiteis on the island of Hawaii is preferred.
Qualifications
The full promotion potential for this position is a GS-13. For the GS-9: You must have one year of experience at the GS-7 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is:
- Using computer software, applications, and social media to research, and prepare data driven analysis of practices and proposals (e.g., evaluation of system-generated data, scenario planning);
-AND representing an organization to the general public. (e.g., Including community outreach activities)
OR Education - A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of experience and education.

HIRING AUTHORITY

The Department of Housing and Urban Devolopment will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.

NSEP cannot pre-approve positions for service credit, but positions with national security responsibilities with the Department of Housing and Urban Development, a Tier Two federal agency, may be considered for service credit. All requests for credit outside of Tier One are considered on a case-by-case basis.

This opportunity is only open to NSEP award recipients who have not yet fulfilled their service requirement to NSEP in full. If you have completed work which may fulfill part or all of your service under the terms of your Service Agreement with NSEP, please submit a Service Agreement Report (SAR) requesting service credit for that work as soon as possible.
