Duties
Summary
The incumbent will serve as a Policy Analyst with DHS Cyber, Infrastructure, Risk and Resilience Policy and will work with DHS and interagency stakeholders to resolve or advance cybersecurity, emerging technology, risk, and resilience policy issues that impact DHS, the private sector, the international community, as well as State, local, territorial and tribal governments.

Specifically, the incumbent will work with DHS operational components including the Cybersecurity and Infrastructure Security Agency, Transportation Security Administration, Immigration and Customs Enforcement, United States Secret Service, United States Coast Guard and external agencies (e.g., Department of State, Department of Defense, Commerce, Justice and others) to focus upon advancing the Department’s international cyber priorities. The incumbent will thus develop cross-cutting policies in response to emerging cybersecurity and technology risk and resilience challenges that confront the homeland security enterprise.

Responsibilities
Assist in developing position papers, technical policy documents, strategies, and other policy or strategic recommendations for consideration by DHS leadership as it relates to the Department’s international cyber mission.

Review and analyze new and proposed legislation, regulations, strategies, and policy initiatives to assess the impact on DHS programs and operations and participate in specialized cybersecurity and resilience projects and initiatives with a nexus to DHS’ international engagement.

Qualifications
o Background in public policy, public administration, resilience, risk analytics, computer science, cybersecurity or information systems/security management, or related fields

o Experience articulating complex problems and developing creative solutions within aggressive deadlines

o Experience researching complex public policy subject areas from diverse sources and recommending policy options

o Excellent communication, research and writing skills

o Interpersonal skills necessary to interact with an executive audience

The Department of Homeland Security will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
