Responsibilities
• Conducting program evaluation research and analysis by collaborating with other program evaluators on aspects of study design, analysis, and interpretation

• Applying program evaluation principles to analyze qualitative and quantitative data to arrive at recommendations for management, program leads, and other staff.

• Tracking timelines and coordinating with management, program leads, and other staff to ensure effective and efficient execution of projects.

• Coordinating with other FEMA offices to understand available data and to provide context to analyses and recommendations.

The ideal candidate will support a wide range of analyses, primarily on topics of program effectiveness and program evaluation.

Requirements
Preferred Qualifications for Program Analyst (Program Evaluation):

Degree: that included 12 semester hours in program evaluation (statistics, quantitative or qualitative research methods), and 9 additional semester hours in one or more of the following in the social sciences: including economics, social welfare, geography, social or cultural anthropology, health sociology, political science, public administration, psychology, public policy, etc.

OR

Combination of education and experience: courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional program evaluation work such as (a) primary data collection aligning to a logic model, (b) collecting, computing, and analyzing statistical or qualitative data, and (c) interpreting and disseminating findings through professional publications.
Qualifications
Specialized Experience:

GS-09:

• Implementing best practices in program evaluation with some supervision

• Conducting analysis using appropriate methods to research program effectiveness with some supervision, and

• Communicating analysis results using a variety of methods.

GS-11:

• Conducting research or analysis according to accepted best practices in program evaluation with minimal supervision

• Implementing research, analytical, and evaluation projects with minimal supervision, and

• Being able to apply appropriate qualitative or quantitative analysis methods to assess program effectiveness, and

• Developing analysis results to summarize findings for technical and non-technical audiences.

Additional Notes
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

SF-50 and DD-214

HIRING AUTHORITY

The Department of Homeland Security will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
