Summary
Measuring the Impact of U.S. Foreign Policy Communications Worldwide



Strategic communications are only effective if they produce measurable results. The Office of Audience Insights and Measurement (AIM) helps ensure that Department of State communications are informed by evidence and evaluated through rigorous performance measurement. We partner with regional bureaus, overseas posts, and interagency partners to develop monitoring, evaluation, and learning approaches that assess the effectiveness of communications supporting U.S. foreign policy.



Areas of Impact

● Design performance measurement approaches for international communications campaigns.

● Develop logic models and theories of change linking activities to measurable outcomes.

● Create meaningful indicators and establish performance targets.

● Support collection, validation, analysis, and visualization of qualitative and quantitative data.

● Translate findings into practical recommendations for leadership.

● Strengthen organizational learning through lessons learned and continuous improvement.

● Support initiatives involving strategic competition, disinformation, migration, democracy, and public diplomacy.

Responsibilities
What You'll Do

● Develop Performance Measurement Plans (PMPs).

● Assist with logic models and theories of change.

● Develop indicators, baselines, and targets.

● Design data collection tools.

● Analyze qualitative and quantitative data.

● Develop dashboards and data visualizations.

● Prepare reports and executive briefings.

● Coordinate with bureaus, overseas missions, contractors, and interagency partners.

● Maintain Performance Indicator Tracking Tables (PITTs).

● Support Communities of Practice and working groups.

● Coordinate meetings, document action items, and follow through on deliverables.

● Improve performance measurement processes across GPA/ST/AIM.

Desired Qualifications

We seek someone who is intellectually curious, adaptable, collaborative, and able to balance strategic analytical work with the operational responsibilities that keep projects moving.



Required

● Bachelor's degree (Master's preferred).

● Three or more years of monitoring and evaluation experience.

● Excellent written and verbal communication skills.

● Strong organizational and project management abilities.

● Ability to work independently and collaboratively.

● Cross-cultural communication experience.

● Experience presenting analytical findings to diverse stakeholders.

This opportunity is only open to NSEP award recipients who have not yet fulfilled their service requirement to NSEP in full. If you have completed work which may fulfill part or all of your service under the terms of your Service Agreement with NSEP, please submit a Service Agreement Report (SAR) requesting service credit for that work as soon as possible.



All contract work for service credit is considered on a case-by-case basis. In general, the NSEP Service Committee considers requests for service credit at a contractor if the company is receiving funding from a Tier One federal agency. The federal funding for the position must come in the form of a contract or cooperative agreement. Work performed under federal grants will not qualify for service credit.
