Summary
Serves as the senior technical analyst for the Assessment team of the Campaign, Integration, Assessments and Futures (CIAF) office within the N&NC training, exercise and wargaming
Directorate. Under the direction of the CIAF Office Chief and the Assessment Team Lead, the employee provides analysis and assessments of the J7 Directorate’s contributions to the Combatant Commanders’ Campaigns and Campaign Orders. The employee provides assessments of the effects achieved by the Directorate’s contributions to Operations,
Exercises, Activities and Investments (OAEIs), and on changes to the N&NC Operational Environment.

Responsibilities
DUTY 1:
Serves as an analyst, supporting the information collection and assessment activities in the N&NC J7 assessment framework. Develops and executes analytical activities, measurements and assessments of the effectiveness and efficiency of N&NC/J7 OEAIs, and the Directorate’s contributions to achieving the desired effects as outlined in N&NC Strategy and Campaigns and Integration efforts. Responsible for executing processes to collate and build
products, conduct analysis, and organizing information and data to support CIAF, J7 Directorate and N&NC decision making regarding readiness, and OEAIs in support of Campaigns and Campaign Orders. Executes routine interaction, collaboration, and coordination with the CIAF Campaign and Integration Team members to ensure continuity and
cohesion between the assessment and planning communities.
DUTY 2:
Employee develops and presents assessments of J7 OAEIs, and assessments of changes within the operational environment in support of Action Officer and O6 level planning teams, and key coordination activities for the J7 Directorate. Assessments are coordinated with other experts within J2, J3, J5 and J8 and support review and development of J7 policy, plans, reports and guidance.
DUTY 3:
Performs reviews of N&NC HQs, OSD, Joint Staff, Federal Government and related strategic planning and policy publications, instructions, directives. Represents the Assessment Team and CIAF Office at planning sessions, meetings, IPRs, and conferences with elements of the N&NC enterprise. Meetings and conferences in many cases are to inform attendees on recent assessments and resolve assessments matters to ensure coordinated action by involved parties.

Ability to develop, refine, and implement an assessment framework and process for application in a deliberate repeatable capability to assess effectiveness and efficiency of N&NC/J7 OAEIs.

Ability to thoroughly analyze national, interagency, DOD and Joint Staff publications, instructions, and directives, to include key strategic planning documents and assess their impact on N&NC missions.

Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior N&NC leadership use and decision-making.
Requirements
Bachelor of Science degree is highly desired; an advanced degree is highly desired but not required.

Familiarity with multiple national and DOD documents is absolutely essential.

A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

SF-50 and DD-214

HIRING AUTHORITY

The Department of War will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
