Summary
HSI Intelligence's primary mission is to collect, produce, and share timely, comprehensive and accurate criminal intelligence analysis that enables criminal investigators to identify, prioritize, investigate, disrupt and dismantle terrorist, transnational and other criminal organizations that threaten or seek to exploit the customs and immigration laws of the United States. The incumbent is responsible for criminal analysis and intelligence work in support of one or more geographical and/or functional areas, such as multiple priority investigative programs for a Special Agent in Charge (SAC) field office, Headquarters, special project/assignment, and/or, one or more of HSI Intel identified Career Specialization Tracks.

Location statement:

While the location in this announcement is identified as "location negotiable after selection," you have the opportunity to identify two (2) geographic preferences in your application. Your preference locations are NOT guaranteed. The duty location extended at the final job offer will be based on the needs of the agency and availability of positions and funding. Upon final job offer you may be offered a duty location that is not within your geographic preference. You must be willing to accept any duty location that falls within the area of responsibility (AOR) of one of the Special Agent in Charge (SAC) offices listed in this vacancy announcement. For example, if offered SAC San Francisco, you may be offered a final duty location of any office that falls within that AOR such as the Bakersfield, CA or Fresno, CA. Selections may occur within the SAC Office Area of Responsibility (AOR) of the preferred duty station; at any duty location within an AOR based on operational and agency needs or later as additional vacancies become available.

Responsibilities
This announcement will be used to fill GS-1805 Investigative Analyst (Criminal Analyst) positions within the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations, Office of Intelligence. As an Investigative Analyst, at the full performance level (GS-13), you will perform the following duties:



• Support law enforcement operations and contribute to strategies to protect the homeland from criminals;

• Analyze and report on criminals, criminal conspiracies, and criminal networks;

• Apply all-source research, collections, and analysis to advance complex criminal investigations by illuminating criminal networks;

• Collaborate with fellow criminal analysts, criminal investigators, and inter-agency partners to disrupt and dismantle criminal networks;

• Mentor lower-grade criminal analysts on critical research, collections, and analytical processes and procedures; and

• Teach and enhance the Framework for Criminal Analysis.

Training requirement:

You will be required to complete the Homeland Security Investigations Criminal Analyst Training (HSICAT), which is hosted by HSI Office of Intelligence. The course is designed for ICE Criminal Analysts (CAs), providing them with the basic skills necessary to be an effective and successful CA while supporting DHS and ICE missions. This agency specific CA training must be completed according to the standards of HSI Office of Intelligence. Failure to do so will be grounds for mandatory removal from position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing the following duties:

• Conducted analysis of crime (crime analysis/analytics), criminals, criminal conspiracies, or criminal networks in direct support of civilian law enforcement criminal investigator or police detectives, that directly led to a criminal arrest, indictment, or other investigative action.

• Researching, compiling, and summarizing information and data, and drafting reports of analysis under the guidance and instruction of a higher-grade Investigative Analyst (Criminal Analyst) or equivalent;

• Learning to research and draft graphics, charts, tables, matrices, maps, infographics and other illustrative devices;

• Developing and applying knowledge of a broad variety of instructional materials, guides, and manuals to support collection and analysis of criminal intelligence information; and

• Developing proficiency with law enforcement indices and/or Internet-based open source, deep web, social media, and darknet sources of publicly available information.

Education: A master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, a L.L.B/J.D., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours satisfies the 1 year of full-time study requirement.

NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
