Summary
The primary purpose of this position is: Serves as the Mobile Training Team Program Manager for the USNORTHCOM Joint Reception Staging and Onward Integration Training Course (JRSOIC), Joint Operations Center Training Course (JOCTC), or the Joint Task Force (JTF) Staff Training Course (JSTC). Leads mobile training teams (MTT) responsible for conducting JRSOIC, JOCTC, or JSTC in support of training National Guard State JTF staffs.

Responsible for maintaining and updating course curriculum, tailoring course curriculum specific to each states and territories standard operating procedures (SOP), scheduling courses, providing oversight of uniformed military personnel and contractors while conducting course, teaching curriculum as lead instructor, working closely with state leadership to ensure courses meet their priorities, conducting after actions review to make continuing course improvements, and scheduling supporting staff instructors from the USNORTHCOM. The employee interfaces daily with senior leadership from the states and territories to work critical exercise issues for USNORTHCOM. Provides oversight of and senior technical expertise to develop, design, and analyze operations, training, and exercise objectives. The employee is a subject matter expert in both civil support (state support to civil authorities) and Defense Support of Civil Authorities (DSCA) (federal civil support) to include a working understanding of applicable state and federal law. Interacts with state and territory Adjutant Generals and Assistant Adjutant Generals during course out briefs to their state/territorial leadership. Assist with course instruction and/or administration of the Dual Status Commanders Training Course, and JTF Commanders Training Course. Provide other support to NORAD and USNORTHCOM J7 as directed.


Responsibilities
1. As a Mobile Training Program Manager, for USNORTHCOM DSCA Exercise Branch, the incumbent is responsible for the development of course content and tailored exercises that support the policy, processes, and procedures for the requesting state/territory within an exercise framework of assessed threat (hurricane, earthquake, etc.).


2. Employ extensive fact finding research to develop and instruct the upper undergraduate level JRSOI, JOCTC, and JSTC courses tailored to the specific requirements, policies, and laws in which the state, territory, or established group designated as the primary audience will most likely operate.


3. Establish, revise, and execute a comprehensive, organization-wide joint training and education program across the Commands' mission sets. Provide expertise on the policy, plans, procedures, actions, and milestones necessary for efficient planning, development, execution, engagement, and evaluation in support of the Commands' individual and staff training in order to improve the states/territories readiness posture.

1. Must obtain and maintain a Non-Critical Sensitive/Secret clearance is required for this position.

2. Work often requires travel away from the normal duty station on commercial aircraft.

3. Will often be required to travel on holidays, and work weekends, and non-standard hours to support military operations

4. The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
Qualifications
Comprehensive knowledge and understanding of the current missions, capabilities, organization and operations of: USNORTHCOM DSCA mission set; USINDOPACOM DSCA mission set; the military Services; the National Guard; the US Coast Guard, the Reserve forces; the Department of Defense; DoD intelligence organizations; FBI, CIA, FEMA, etc., is required.

Comprehensive knowledge local, state, and federal agencies organization, structure and plans as related to homeland defense, homeland security, crisis management, and consequence management, civil disturbance, and DSCA., as well as an understanding of classified operational plans is required.

Extensive knowledge of current state and federal military law, joint doctrine, joint plans, policies (DoD and NGB), and practice is required.

Extensive knowledge of military air, land, maritime and space concepts and principles; DoD military command and control operations, command and control of air, land, maritime and space forces, geographical areas of responsibility as it pertains to the geographical Commands, air, land, maritime and space combat operations at both the operational and strategic levels of war.

Extensive knowledge of the Joint Training System and the Army Training Management System and the policy and procedures governing the planning and execution of CJCS, USNORTHCOM, and NGB-sponsored exercises.

Thorough knowledge of civil support and DSCA activities, operations and exercises as used by DoD, the Joint Staff, other Combatant Commands, and the Services.

Knowledge of local, state and federal law enforcement and emergency services structures and relationships. Broad- based technical knowledge of current local, state and federal emergency and contingency planning.

Familiarity with the operations of FEMA, other state and federal emergency management organizations and NORAD and USNORTHCOM combat centers, the command and control systems used in these centers that support joint training, and exercises.

Ability to interpret and develop policy, regulations, procedures and system processes.

Ability to analyze and develop plans for complicated events and to evaluate and analyze training, education, and exercise results.

Extensive knowledge of instructional design principles, learning theory, and learning management systems administration.

Thorough knowledge of DoD and interagency security policies and procedures. Ability to develop lesson plans specific to blocks of instruction.

The Department of Defense will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
